Civil Rights Report is unified reporting tool that people can use to trace action and or inaction by those sworn to enforce the law, as well as citizen on citizen civil rights violations.  The tool seeks to serve as a united actions report repository or knowledge base.  It is necessary because different cities have different rules based on their various policies, contracts and unions, which makes it very difficult to track potential violations.  Contributors create contemporaneous memoranda including captures of location, prints, genetic coding, incident photos, videos, and audio recordings.
